For every action qualifications becomes necessary as the capability to render such action gets fixed based on the same. What qualifications are necessary will depend on the nature of the action to be performed. Basically' for every action age will be laid down as a criterion because it is generally known and also accepted by all that age contributes to the growth of the mind and intellect. In legal parlance, the growth associated with the mind and intellect has been taken for the stipulation of the age of the majority, revealing thereby that only a person in COMPOS MENTIS - mental composition - would be able to form a rationale of an action. After this criterion gets fixed, other qualifications required are prescribed. Apart from the educational qualifications required to pursue an activity, prescriptions of' 'Desirable Qualifications' are now set. This trend only shows that mere possession of educational qualifications may not fit in the need of the Management as they would always expect a round peg for a round hole and not a square peg for a round hole. Besides this, the desire of a person to pursue his career deserves consideration since that desire kindles constant thinking in him leading him to show devotion in his work which ultimately results in the establishment of TQM - Total Quality Management. Desire sets in a person only due to constant exposure to reading, listening and thinking about a particular matter and if this attitude raises his status in all dimensions, more than his educational qualifications, he would be considered as an asset. Moreover, the desire in him in the initial stages would be transformed into an aspiration or longing or craving or yearning or passion in himself, which will in turn be of such a nature that he cannot be a mute spectator when actions are taking place and he would be impelled to contribute his wisdom. Hence, prescription of 'Desirable Qualifications' may be accepted in its true letter and spirit in connection with the performance of an action.
